DHS launches hot line for jailed immigrants (AP)

WASHINGTON ? The Homeland Security Department is launching a hot line for people jailed on immigration charges who believe they are victims of crime or may be U.S. citizens.

The toll free hot line ? 855-448-6903 ? will be staffed 24 hours a day and run by Immigration and Customs Enforcement to answer questions from people held in local jails about whether they may face deportation proceedings.

The hot line is the latest move by the Obama administration to address concerns about suspected illegal immigrants held in local jails. Earlier this month, Homeland Security ended agreements that had allowed deputies at an Arizona sheriff's office to check the immigration status of local jail inmates after a Justice Department report outlined allegations of racial profiling and discrimination against Latinos.

NFL Network Analyst Heath Evans Slams Holmgren, Hillis, Browns Offense

CLEVELAND (92.3 The Fan) ? Count NFL Network analyst and former NFL fullback Heath Evans as someone who doesn?t appear to be a big fan of Mike Holmgren and his current regime with the Browns.

Evans, who played for the Seahawks, Dolphins, Saints and Patriots, came on with the ?Bull and Fox? on 92.3 The Fan on Wednesday, and opened some eyes wondering if Holmgren is truly the answer for the Browns.

?I?m not sure if Mike Holmgren?s the guy to actually turn this thing around in Cleveland,? Evans said. ?There is so much more of a bigger need than replacing Colt McCoy in Cleveland.?

Count Evans as a fan of McCoy, but at the same time he feels that an offense that leads the team in drops is a huge reason why the QB hasn?t gotten the credit he?s deserved this season.

?If you take away half the drops, Colt McCoy is right in the middle of half the quarterbacks right now,? Evans said.

The analyst was asked more about Holmgren, who he played under while with the Seahawks. While saying that there was a lot of dysfunction while with Seattle, Evans said on ?Bull and Fox? that Holmgren simply hasn?t adopted to the style of today?s NFL.

?Mike Holmgren tries to squeeze everybody into that system, I?ve got news for ya, the west coast system is not a world beater anymore,? Evans said. ?In the 80?s early 90?s it caught everybody off guard the crossing routes all the mix and matches. Now if you?ve got good DC?s and disciplined players on the defensive side of the football it?s not beating anybody.?

While Evans doesn?t appear to be a big fan of Holmgren, one coach he does admire is Bill Belichick, who still is looking for another Super Bowl ring with the Pats. Evans says that unlike Holmgren, Belichick has adopted to today?s NFL style.

?We were a game plan team in New England, they still are,? Evans said. ?That?s why a majority of the time they come out on the winning side of the football.?

Evans says a big issue with Holmgren is how he forces the issue with players. He says that on the offensive side of the ball, the Browns are way to simple, and it goes back to what Holmgren has done with the roster.

?I think Mike just has a problem for seeing what each individual player can add to a team, instead of trying to stuff everybody into a system,? Evans said. ?I watch this offensive football team (the Browns) and I can call most of the plays.?

Then there?s the saga with running back Peyton Hillis. The bruiser ran himself into injuries that cost him six games this year, and Evans says from the people he?s spoken to about it, Hillis may not have been as banged up as he claimed to be.

?I just hear a lot of mixed emotion from players coming out of there about his position,? Evans said. ?You talk about guys questioning if he could have played, so many different things that have stirred up my thought process, hamstrings are funny things. This guys gets right back on the field and has big games, hamstrings don?t act that way.?

Evans says while he has not actual proof that Hillis was tanking it, there?s a number of reasons to believe that the running back was only looking out for his best interest when thinking about the future.

?Can I comment with facts? No, but there?s a lot coming out of that locker room that has raised my ear and made me say what is truly going on there,? Evans said.

The future of the Browns is for sure up in the air. The team is heading towards a likely 12 loss season, and with it, Evans said Wednesday that things need to change for the team to finally take a step to the next level.

?There?s some dysfunction there if the Cleveland Browns want to be successful have to be corrected, especially in that division,? Evans said.

The Mitt Romney Iowa Experience: One Slogan at a Time (Time.com)

As Mitt Romney enters the final stretch in Iowa, poll numbers rising, crowds appearing, the inevitability beginning to sink in, his message is honed down, lean and mean, with declarative sentences that slice the air with the flashy precision of a fruit ninja. "I love this country," he says, as if this sets him apart. Then he adds, "I don't want America to turn into Europe."

No, Romney continues, "I want to make America work again." Then he elaborates. "I want to get America working again for the middle class." Those are subtle digs at the sitting President. But Romney is not trying to be subtle. "I'm frightened that we have a President that doesn't understand America," he says in Clinton, Iowa, on Wednesday afternoon. "He's had his moment. Now is our time." And then: "He will transform America. I will restore America." (Watch TIME's video "Mark Halperin Interviews Mitt Romney.")

Everything Romney says is built for repetition, to be quoted in newspapers, in televised soundbites and seared into the national psyche. Everything is a catchphrase, a bumper sticker waiting to be printed. The lines make tweets feel long. "I don't want class warfare to poison the American spirit," he continues. He says Obama wants an "entitlement society" and Romney wants an "opportunity society." He adds, "I don't want to substitute envy for ambition."

In Clinton, Muscatine and North Liberty, the crowds are not huge -- in the low hundreds -- but they overflow the small spaces Romney has booked for the events. On his second ride in the presidential campaign rodeo, the candidate no longer has to worry about introducing himself. He no longer bothers to assure voters that he is more conservative than they suspect on issues like guns, abortion and gay rights. He is a singularly focused, Obama-destroying machine. "People in Washington think it's government that makes us strong," he says. "It's free people pursuing our dreams that makes us great."

Romney's is an effective presentation, convincing in its single-minded message. The crowds eat it up. These people want what he is promising, after all: to get rid of the sitting President. And no other candidate has yet shown that he or she can compete with Romney's general election competitiveness. They want to win. Romney seems to have Obama's number. "Democrats are scared," says Illinois Rep. Aaron Schock, who introduces Romney at campaign events.

But the very effectiveness of Romney's presentation make the awkward moments that much more striking. He greets a group of seniors eating an Italian lunch in Clinton with the phrases, "Ooh, dinner looks good. I like the pizza. I like the pizza." Or when he opens a town hall at a factory in North Liberty with a comment on the platform he is standing on. "This thing I am standing on is one of the pieces of machinery, a tool, that helps them make the various products they make out of various forms of plastic," he says. When someone in the audience mentions Denver Broncos' quarterback Tim Tebow's religious displays, Romney responds earnestly, "I appreciate people who are willing to stand up for their differences." And then there is his talk about song. He praises God Bless America. Discusses the national anthem. Repeats the lesser known verses of America the Beautiful, which he calls, "Oh, Beautiful for Spacious skies." "Does corn qualify as amber waves of grain?" he asks off the cuff. "Not really. But you get the point."

The audience does. This is an Obama toppler before them. He talks of an epic battle for the "core" of the country. "I want America to be more like America, again," he declares. And the voters are coming around, he predicts, in Iowa, in New Hampshire, in swing states across the country. Obama's days are numbered, Romney assures the crowds: "They are going to send him back to the private sector where he finally deserves to go."

Put it on a card. Hang it on your wall. Repeat every night before bedtime. This presidency is going to end. Romney's slogans will make it so.

Legal Schnauzer: Newt Gingrich Is A Matrimonial Saint Compared to ...


The political world is aflutter with reports that GOP presidential candidate Newt Gingrich lied about key elements of his 1980 divorce. But we can show that Gingrich is a paragon of matrimonial virtue compared to a Wall Street titan who has left his ex wife and two daughters on food stamps in Alabama.

Newt Gingrich might be a scuzzbucket in the spouse department, but he's got a ways to go if he's going to catch Ted Rollins, the CEO of Campus Crest Communities. Rollins' company completed a $380-million Wall Street IPO late last year, based on its projected strength as a developer of student housing near universities across the country.

Investors probably were attracted by the fact that Rollins belongs to one of America's wealthiest families, the folks behind Orkin Pest Control and other profitable enterprises. Court records show that Rollins owns multiple private jet craft and has engaged in business ventures with his cousin, R. Randall Rollins of Atlanta. Randall Rollins is chairman of Rollins Inc., the parent company for Orkin, and his stock worth in 2005 was estimated at a cool $763.8 million. Gary Rollins, Randall's younger brother and president of Rollins Inc., had a 2005 stock worth of $791 million.

It seems a safe bet that the overall wealth for both Randall and Gary Rollins has easily topped the $1 billion mark by now. And that gives us some idea of the financial waters in which Ted Rollins swims.

So why are Sherry Carroll Rollins (Ted's ex wife) and their daughters (Sarah and Emma) on food stamps in Birmingham, where they now live? The answer seems to be this: Ted Rollins came up with schemes in his divorce case that Newt Gingrich could not even imagine.

To be sure, Gingrich did not behave honorably in his first divorce. And public records show that he has been lying about what transpired in that case. Reports CNN:

Newt Gingrich claims that it was his first wife, not Gingrich himself, who wanted their divorce in 1980, but court documents obtained by CNN appear to show otherwise.

The Republican presidential candidate, now in his third marriage, has been peppered with attacks and questions about his divorce from Jackie Gingrich for the past three decades.

Questions about his past--and what that past tells voters about his personal behavior--have re-emerged as he has returned to the political scene 13 years after he resigned as speaker of the House.

A new defense that has arisen as Gingrich entered the presidential race this year is the insistence that she, not he, wanted the divorce.

How should the Gingrich campaign spin these latest revelations, which threaten to sink his bid for the White House? I have a suggestion: Shower the press with details about the Rollins v. Rollins divorce case--it has connections to Gingrich's home state of Georgia; that could be the hook. Newt will look like George Bailey, the famed Jimmy Stewart character from?It's A Wonderful Life, compared to Ted Rollins.How might the Gingrich campaign proceed? Well, it could compile a brief "scorecard of marital sleaze" and show how Newt stacks up against our guy, Ted. Here's how it might look:

* Jurisdiction--By all accounts that we've seen, the Gingrich divorce case was filed in the proper jurisdiction and never left there. In Rollins v. Rollins, Sherry Rollins filed for divorce in Greenville, S.C.--where the family lived--and the case was litigated there for roughly three years. Infidelity was one of the grounds cited in Ms. Rollins' divorce complaint. When judges in Greenville issued several unfavorable rulings for Ted Rollins, the case mysteriously got shifted to Alabama, contrary to volumes of law saying that can't happen.

Marital Sleaze Scorecard: Ted Rollins 1, Newt Gingrich 0

* Housing--Support for a wife and two daughters was an issue during the pendency of the Gingrich case. Jackie Gingrich stated in a court filing that Newt failed to provide sufficient funds for food and utilities. That's bad, but it's nothing compared to Ted Rollins' actions. A South Carolina judge ordered Ted to make sure that Sherry Rollins and the children had "undisturbed possession" of the marital home while the divorce case was pending. Did Ted Rollins follow that order? Nope. A bank kicked Sherry Rollins and the children out of the house when the mortgage went unpaid, and that's when they fled to Alabama, where Sherry Rollins had family.

Marital Sleaze Scorecard: Ted Rollins 2, Newt Gingrich 0

* Deadbeat Dad--Documents obtained by CNN indicate that Jackie Gingrich and her children struggled to make ends meet during the 1980 divorce case. But records also show that Newt Gingrich made a relatively modest salary then, so there was not a lot to go around. Ted Rollins, on the other hand, owns multiple private planes and has been involved in a number of apparently successful business ventures. Public records, and interviews with Sherry Rollins, show that Ted Rollins failed to make court-ordered support payments for some 33 months.

Marital Sleaze Scorecard: Ted Rollins 3, Newt Gingrich 0

* Court Orders--Documents obtained by CNN show that Newt Gingrich failed to abide by provisions of his final divorce judgment. That's bad, but Ted Rollins made a habit of violating court orders while his divorce case was ongoing. Rollins violated orders regarding shelter, discovery, legal expenses, child support, alimony . . . well, you get the idea.

Marital Sleaze Scorecard: Ted Rollins 4, Newt Gingrich 0

* Child-Support Forms--More information on the Gingrich divorce case is likely to surface in the coming days, but for now, we see no sign that Newt Gingrich provided false information in a sworn document. Ted Rollins, on the other hand, signed an Alabama child-support document (called a CS-41), stating that he made roughly $50,000 a year--and his only source of income was from a mortgage company in Brentwood, Tennessee. A guy who flies around in private jets and has family ties to multiple billionaires makes 50 grand a year? Does anyone in his right mind think that document, signed under oath, was truthful and accurate?

Marital Sleaze Scorecard: Ted Rollins 5, Newt Gingrich 0

As you can see, Ted Rollins is pitching a shutout on our Official Marital Sleaze Scoreboard (brought to you by Hooters). Gingrich is way behind and appears to have little chance of catching up.

Our advice to the Newster: Figure out a way to compare yourself to Ted Rollins. Your "family values" will be glowing by comparison. It just might save your presidential campaign.

Gaza PM in Egypt, 1st visit since Hamas takeover (AP)

CAIRO ? Gaza's Hamas premier is in Egypt on his first trip outside the blockaded territory since the Islamists overran it in 2007.

Ismail Haniyeh met in Cairo with the head of the Arab League and the leader of Egypt's Muslim Brotherhood.

Hamas took Gaza by force in a brief, bloody civil war in 2007, expelling forces of the rival Fatah, led by Palestinian President Mahmoud Abbas. Israel and Egypt responded by blockading Gaza.

Egypt has been heading efforts to reconcile the two rivals. They came to some agreements last week in talks in Cairo. Hamas was represented by its supreme leader, Khaled Mashaal, who is based in Damascus.

Hamas is considered a terror group by Israel, the U.S. and EU.

Haniyeh said Monday reconciliation with Fatah is a "strategic" matter.

Prince Philip in hospital as royals mark Christmas (AP)

LONDON ? Members of Britain's royal family gathered Sunday to celebrate Christmas with one notable absence ? Queen Elizabeth II's husband, who remains hospitalized following a heart procedure.

Prince Philip is recovering from having a coronary stent put in after doctors determined that the heart pains that saw the 90-year-old hospitalized on Friday were caused by a blocked artery.

Buckingham Palace said "he's in good spirits" and family members will visit Philip, also known as the Duke of Edinburgh, in the hospital after lunch.

The palace has said the rest of the family's Christmas schedule will go ahead as planned ? including attendance at a traditional morning service at St. Mary Magdalene Church on the queen's sprawling estate in Norfolk.

Hundreds of people gathered outside the church to catch a glimpse of the family got an early peek when the royals made a quick private visit to the church ahead of the services.

Less than two hours later, they were back ? in different clothes ? for the Christmas service.

The Queen arrived first ? dressed in a lilac-colored coat and hat ? in a royal limousine, leading the way into the church.

Prince Charles and his wife, Camilla, trailed behind.

Prince Harry walked in with his brother William and new sister-in-law Catherine ? now known as the Duke and Duchess of Cambridge. Catherine, whose style is closely watched and sends dresses flying off the shelves, wore an eggplant colored coat and matching fascinator.

Among the other royals present was the queen's granddaughter, Zara Philips, who was joined by her new husband Mike Tindall.

What candidate is most likely to drop out before Florida primary?

Presidential primary history tells us that there is little chance that the all seven of the remaining Republican candidates running for the White House will make it to Florida?s Jan. 31 presidential primary.

In 2008, the much-hyped Fred Thompson, a former U.S. Senator from Tennessee, flamed out a week before Florida?s primary after finishing well back in South Carolina?s pivotal primary. And lesser known long shot Duncan Hunter packed it in after finishing dead last in the Nevada caucus before Florida voted.

That knocked the Republican field from eight to six candidates by the time the GOP rolled into the Sunshine state. Rudy Giuliani?s Florida or bust strategy came to an inglorious end after his disappointing finish here.

So who are the candidates most likely to be gone by the time Florida votes this time?

Here?s my list, ranked from most likely to least likely to drop out before Florida Republicans go to the polls on Jan. 31.

1. Rick Santorum: The former Pennsylvania senator has everything riding on Iowa. He?s got at least 13 paid staffers in Iowa, according to Campaigns & Elections magazine. That?s more than any of the other contenders.

Santorum is trying to tap the Evangelical base that helped deliver Iowa to surprise 2008 caucus winner Mike Huckabee. If Santorum does not finish in the top three in Iowa, he may not have the money to get much further.

And the polls don?t look good for him. Most of the polls coming out of Iowa have him still in the single digits, battling to stay out of last place with Jon Huntsman.

2. Jon Huntsman: While Santorum has everything riding on Iowa, the former Utah governor has his fate dependent on New Hampshire. Huntsman has 13 paid staffers in the Granite State, and has his national headquarters there. No other candidates have more than 10 paid staffers.

Huntsman needs a big showing in New Hampshire, yet polls show he is still struggling to break through. Most polls in New Hampshire this month show he?s hovering in fourth place.

3. Michele Bachmann: The Minnesota Congresswoman is close to being in the same position as Santorum, but has been polling better in Iowa since the summer. She has to do well because she barely has a pulse in New Hampshire where her entire staff quit earlier in the fall.

4. Rick Perry: The Texas governor is most resembling of Thompson from 2008. If Perry cannot crack top three in Iowa, New Hampshire or South Carolina, he?s likely toast. The polls right now suggest that it is very likely he will finish out of top three in all three of them.

The one thing that could keep him in longer is that he?s had more money in his campaign account than most of the other candidates. That could give him the ability to weather poor showings in Iowa and New Hampshire better than other candidates.

China tests 500 km/h super high-speed train

BEIJING (Reuters) - China launched a super-rapid test train over the weekend which is capable of travelling 500 kilometers per hour, state media said on Monday, as the country moves ahead with its railway ambitions despite serious problems on its high-speed network.

The train, made by a subsidiary of CSR Corp Ltd, China's largest train maker, is designed to resemble an ancient Chinese sword, the official Xinhua news agency reported.

It "will provide useful reference for current high-speed railway operations," it quoted train expert Shen Zhiyun as saying.

But future Chinese trains will not necessarily run at such high speeds, CSR chairman Zhao Xiaogang told the Beijing Morning News.

"We aims to ensure the safety of trains operation," he said.

China's railway industry has had a tough year, highlighted by a collision between two high-speed trains in July which killed at least 40 people. Construction of new high-speed trains in China has since been a near halt.

In February, the railways minister, Liu Zhijun, a key figure behind the boom in the sector, was dismissed over corruption charges that have not yet been tried in court.

Packers are the NFL's most popular team

The Dallas Cowboys might call themselves "America's Team," but the Green Bay Packers are the NFL franchise deserving of that title.

So says Public Policy Polling, which recently determined that twice as many fans in the nation chose the Packers as their favorite team, from a list of nine.

The group surveyed 700 American voters from Dec. 16-18, and 22% of those polled said the Packers are their favorite team; followed by 11% for the Cowboys; 8% each for the Chicago Bears, New York Giants and Pittsburgh Steelers; 7% for the New Orleans Saints; 6% for the New England Patriots; 4% for the Washington Redskins; and 2% for the New York Jets.

Twenty-four percent of those polled said they root for some other team or are not sure. (Surely, lots of teams that weren't included on the list of choices would quibble with those results.)

What's more, 22% of those surveyed said Dallas is their least favorite team, followed by Chicago (11%), Green Bay (8%), New England (7%), Washington (7%), Pittsburgh (6%), New York Giants (4%), New York Jets (4%) and New Orleans (1%).

The polling company also ranked the most popular quarterbacks, according to the voters they surveyed.

The winner was Tim Tebow with 15% of the votes, followed by the Mannings (14% for Eli, 12% for Peyton), 10% each for Drew Brees, Aaron Rodgers and Tom Brady, 6% for Michael Vick and 4% each for Ben Roethlisberger and Tony Romo.

Fighting words

As if Giants-Jets isn't hyped enough, some players from both teams let loose with some salvos this week in advance of Saturday's matchup.

Giants receiver Victor Cruz said that "teams aren't really scared" of Jets All-Pro cornerback Darrelle Revis anymore and that "he's got to earn his money this year. Teams aren't really backing down. I feel like we're going to do the same thing? Until he physically stops us, we're going to throw the ball on him."

Giants teammate Hakeem Nicks initially called Revis "decent," then conceded the cornerback is "great" but that he would play him to a tie.

Those aren't exactly harsh words, but enough to rub the Jets the wrong way.

Whereas Revis shrugged off the remarks, fellow corner Antonio Cromartie said of Cruz and Nicks: "You got guys that are not even Pro Bowl material? Who really cares what they have to say?"

Cromartie's parting shot was aimed at Giants receiver Mario Manningham:

"He let a guy named Victor Cruz come in and take his job."

Income Investing Strategy For Freeport McMoRan - Seeking Alpha

For readers who have been following the series I must explain that I am replacing BHP Billiton (BBL) with Freeport McMoRan Copper & Gold (FCX) due to the continued lack of volume on the options available on U.S. exchanges. In an attempt to keep things simple for investors I have elected to limit our transactions to U.S. based exchanges. That makes large foreign companies available only if the stock is traded on a U.S. exchange (ADRs) and has adequate volume traded both for the stock and the options. FCX fits this description better the BBL.

For readers who have not been following this series if you find yourself curious and want to understand more about the strategy, please consider reading my original article that explains it in detail.

So, first I must explain how we did with our original trades on BBL dated back on October 13, 2011 . The price of the stock that day closed at $61.39 and we sold a December $55 strike put at a premium of $1.90. That gave us $190 minus the commission of $9 for a net cash receipt of $181 or a 2.9 percent return on cash held for 65 days. If we annualize the return using the method described in the original strategy article we would come up with a return of 14.5 percent. Since the option expired worthless we get to keep the premium. Now it?s time to do something else with that money.

Why FCX? With fears about potential inflation still lingering, gold is not likely to fall in price too precipitously. As the global economy picks up some steam, demand for the three main ores that FCX mines (Copper, Gold and Molybdenum) should rise again. Commodities have fallen in price ravaging the price of the company?s stock giving investors a better buying opportunity. Also the company pays a decent dividend (one of my prerequisites) currently yielding 2.8 percent and well covered by cash flow. The payout ratio is about 17 percent and very manageable. The company has historically kept the ratio near 20 percent and I would expect it to rise and fluctuate around that level again over the coming years. The industry average payout ratio is 30 percent giving FCX more flexibility in this area.

The company has a debt of only 20 percent of total capital and has been paying down debt consistently over the past three years. The industry average ratio of debt to capital is about 18 percent. FCX boasts a net profit margin of about 23.4 percent compared to the industry average of 22.6 percent. Return on total capital is 30.5 percent which compares very well to the industry average of 19.5 percent. Return on equity also compares well at 37 percent to 24.5 percent for the industry as a whole. Thus, the company stands out within an industry that I believe has been beaten down probably more than is deserved. Some will undoubtedly disagree with me on this point but let me explain my reasoning.

In 2009, the combination of lower demand and falling prices caused revenue for FCX to drop by 25 percent compared to 2008 levels. Earnings fell 62 percent in 2008 compared to 2008 and the share price dropped from a high of $63.60 to a low of $7.90, an 88 percent collapse. This was an over-reaction since the earnings recovered by 102 percent in 2009 and by another 56 percent in 2010. Revenues, earnings and the dividend all increased to record levels in 2011 while the price once again has fallen by 38 percent from its high earlier this year.

Now, I won?t try to hide the fact that if one looks at the ten-year (candlestick) price chart the formation this year is almost a mirror image of the beginning of the fall in late 2008. There are a lot of potential black swans that could trigger a global slowdown which would then cause stock prices in general, not just mining stocks, fall further. None of us knows with certainty if any of those events will actually occur, but it is prudent to consider the statistical probability as higher than at this time a year ago. Thus, I have decided to avoid trades at this time that have the potential to resemble catching a falling knife. For this reason I have decided to take a longer duration option position on FCX than is my normal inclination.

My current favorite put option available is the January 2013 $34 strike with a premium of $5.90. That means we collect $590 on each contract we sell and get to keep it if the option does not expire. What I like about this position is that it provides significant downside protection while locking in a 15.4 percent cash payment up front from selling the option or a 14.2 percent annualized return. If the option is exercised and we get put the stock, we will end up with a cost basis of $28.10 which represents a 26 percent discount to the current price of $37.75. It also provides us with considerable flexibility if the market stabilizes. In that case, we would expect the stock price to also stabilize and allow us to buy back the option contracts after the premiums have decayed and still bank a nice profit (probably much higher than the 14.2 percent we currently expect). Then we can reassess the situation and sell more puts with a closer expiration if circumstances then warrant. In this case, I will be selling two contracts to replace the expired BBL contracts. I will leave the BBL stock in the buy and hold portfolio as I like the stock and believe it still has just as much long-term potential as FCX.

For those who are new you can find the first summary article that shows all the positions we have entered and a comparison between the buy-and-hold portfolio of the selected stocks and the strategy portfolio. Both portfolios had nice returns thus far and it should be fun to track them both over the two years I intend to keep this series running. Israel says European U.N. states' criticism is wrong (Reuters)

JERUSALEM (Reuters) ? Israel Wednesday said four European U.N. Security Council members should support a resumption of stalled Israeli-Palestinian peace talks because their criticism of the Jewish state could sideline them from negotiations.

Tuesday, representatives of Britain, France, Germany and Portugal said a briefing by U.N. assistant secretary-general for political affairs Oscar Fernandez-Taranco had made clear to the 15-nation council that Israeli settlement activity was undermining attempts to restart peace talks.

An Israeli Foreign Ministry statement did not mention settlements but said that "interfering with Israel's domestic affairs, including on issues which are to be solved within the framework of direct talks, does not enhance the status they (the members) wish to be granted."

Peace talks brokered by the Quartet of Middle East negotiators - the United States, Russia, the United Nations and the European Union - collapsed a year ago over Israel's refusal to halt construction in settlements. The Palestinians have refused to resume them unless Israel stops building.

Israel says negotiations should resume without preconditions and that most of its settlement construction takes place in areas it intends to keep in any future peace deal.

Most countries consider settlements Israel has built in the West Bank illegal, although Israel disputes this, citing historical and biblical links to the land.

The Palestinians, who want to establish a state in the West Bank and Gaza Strip, say settlement expansion will deny them a viable country.

Britain, France, Germany and Portugal called for an immediate halt to Israeli settlement activity, adding that they hoped the government would follow through on promises to bring settlers guilty of violence to justice.

Militant West Bank settlers have waged what they call "Price Tag" attacks against Palestinian property, including vandalizing mosques, in revenge for violence against settlers and as retribution for Israeli government curbs on settlements.

"Israel's continuing announcements to accelerate the construction of settlements in the occupied Palestinian territories, including East Jerusalem, send a devastating message," Britain's U.N. ambassador Mark Lyall Grant said, reading the four countries' joint statement Tuesday.

"One of the themes that emerged was the severely damaging effect that increased settlement construction and settler violence is having on the ground and on the prospects of a return to negotiations."

The Israeli statement said the four countries' "misreading" only added obstacles on the path toward new peace talks.

It said they must not give the Quartet plan "interpretations that contradict both the letter and the spirit" of the text.

"If ... they invest their efforts in inappropriate bickering with the one country where the independent law and justice system can handle lawbreakers of all kinds, they are bound to lose their credibility and make themselves irrelevant," the Israeli statement said.

>> well, it certainly does. at least temporarily it will create a blip. it is giving us more reason to doubt. it will give us more reason to doubt numbers moving forward. how do we know the number are accurate. we already know the number of defaults and foreclosures that are reflected are probably underestimated. certainly the am of shadow inventory is underestimated as is negative equity . when you're dealing with this, you have all kinds of methodology issues. let's face it. banks and homeowners who don't plan on paying their mortgages are not very transparent and koomtive. we can look at the big picture . back to the bubble and we know that the correction just is not in the same scope as the excess was. we had 27 million loans, risky loans made. of that only about 6% have been addressed. so we haven't work our way through this no matter what the indicators say.

Japan picks Lockheed F-35 fighter as allies stress tight ties (Reuters)

TOKYO (Reuters) ? Japan picked Lockheed Martin's F-35 jet as its next mainstay fighter Tuesday, choosing the aircraft over combat-proven but less stealthy rivals, as concern simmers over North Korea and as China introduces its own stealth fighters.

The decision came as Japan and the United States stressed that their security alliance was tight in the face of worry about an unstable North Korea after the death of its leader, Kim Jong-il.

Defense Minister Yasuo Ichikawa said the decision to buy 42 of the stealth aircraft, valued by analysts at more than $7 billion, would help Japan adjust to a changing security environment after Monday's announcement of the death of the 69-year-old North Korean leader.

"The security environment surrounding future fighter jets is transforming. The F-35 has capabilities that can firmly respond to the changes," Ichikawa told reporters.

Lockheed Martin and the Pentagon hailed Japan's selection of the F-35, saying it would help establish a strategic, conventional deterrent in the Asia-Pacific region, where concern simmers about instability under Kim's successor, his untested youngest son, Kim Jong-un.

"The F-35 Program Office looks forward to strengthening partnerships with Japan, and contributing to enhanced security throughout the Asia Pacific region," the Pentagon said in a statement after Japan announced its decision.

The F-35, which is in an early production stage, competed against Boeing's F/A-18 and the Eurofighter Typhoon, made by a consortium of European companies including BAE Systems.

Experts said the decision to opt for the U.S. plane, made informally well before news of Kim's death, reflected Japan's desire to tighten U.S. ties in the face of concern over China's rising military might and other regional uncertainties.

"It reflects Japan's recognition on a variety of levels that at a time of greater insecurity, it needs to be more deeply engaged with the United States on security issues," said Brad Glosserman, executive director at Honolulu's Pacific Forum CSIS.

In a sign the allies meant to stand together, U.S. President Barack Obama spoke by telephone to Japanese Prime Minister Yoshihiko Noda and underscored the U.S. commitment to its allies, the White House said.

Japanese Chief Cabinet Secretary Osamu Fujimura told a news conference that Washington and its two close Asia allies, Japan and South Korea, were likely to hold high-level talks on North Korea soon. "The date has not been decided but it will be at the soonest possible opportunity," he said.

U.S.-Japan relations had frayed after the novice Democratic Party of Japan took power in 2009 for the first time, vowing to recalibrate the alliance on a more equal basis and attempting, unsuccessfully, to keep a pledge to move a U.S. military base off Japan's Okinawa island.

Noda, who took office last September, has firmly shifted gears back to a more traditional security stance.

"Once again, Japan's security policy is right back to the post-war Japanese mainstream -- the decision that the U.S. is Japan's best security partner," Glosserman said.

Japan had been widely expected to choose the F-35 due to its advanced stealth capability and U.S. origin. Stealth technology has drawn much attention in Japan since China, which has a long-running territorial dispute with Japan, in January confirmed it had held its first test flight of the J-20 stealth fighter jet.

Despite Sino-Japanese tension over territorial feuds, maritime resources and a bitter wartime past, Noda will nonetheless be seeking China's cooperation in coping with North Korea when he visits Beijing on December 25-26.

"Instructions from the prime minister were that we need to establish close cooperation and exchange of information with the United States, South Korea and China, so we will seek to work with China on this understanding," Fujimura said.

BOOST FOR LOCKHEED MARTIN

Japan's choice of the F-35 comes as a shot in the arm for Lockheed Martin's F-35 program, which has been restructured twice in the past two years and is expected to boost the odds that South Korea will follow suit with its own order for 60 fighters. Japan will pay 9.9 billion yen per fighter including backup parts in the initial stage of procurement.

"This program badly needed an endorsement like this, particularly one from a technically respected customer. But there are still many complications, especially price tag and work share demands," said Richard Aboulafia, an analyst with the U.S.-based Teal Group.

He said the F-35 program was facing scrutiny from U.S. lawmakers and officials who need to trim hundreds of billions of dollars from the defense budget over the next decade.

Boeing's loss of the order would be a real setback for the company's prospects in the fighter business, especially since there were few other large competitions open anymore, said Loren Thompson of Lexington Institute.

"The market place is signaling to Boeing that its days in the fighter business may be numbered," Thompson said.

Japanese firms Mitsubishi Heavy Industries Ltd , IHI Corp and Mitsubishi Electric Corp will participate in the production and maintenance of the F-35, the Defense Ministry said.

A Lockheed Martin official said Japanese defense contractors could become global suppliers to the F-35 stealth fighter program if Japan's government decided to ease a decades-old ban on exports of military equipment.

"The Japanese aerospace industry is world class, so if there was a relaxation (of the export ban) it would be very logical for them to have the opportunity and indeed it would be a very good opportunity to participate in the F35 global supply chain," Dave Scott, director of international business development for the stealth fighter, told Reuters.

Japan is considering easing the export ban, a step that might allow its contractors to bid for contracts in the United States, which spends 10 times as much on its military.

Ending the ban would also allow Japan to buy aircraft, ships, missiles and other equipment more cheaply by allowing domestic manufacturers to tap overseas markets and lower production costs through economies of scale.

Russian rig sinks, more than 50 feared dead (Reuters)

MOSCOW (Reuters) ? A drilling rig with 67 crew on board capsized and sank off Russia's far eastern island of Sakhalin on Sunday while being towed through a winter storm, leaving more than 50 dead or missing in the icy Sea of Okhotsk.

Emergency officials said the crew of an icebreaker and tugboat rescued 14 workers alive from the jack-up rig, the 'Kolskaya', which was operated by a Russian offshore exploration firm. They recovered four bodies from the water.

"The Kolskaya keeled to its side ... and sank within 20 minutes. The depth of the water at the site is 1,042 metres (3,400 feet)," Russia's federal water transport agency said on its website.

Four of the survivors, suffering from hypothermia, were airlifted by helicopter to land and taken to hospital after the disaster struck at 12:45 p.m. (0145 GMT).

The rest of the crew were missing, 200 km (125 miles) off the coast of remote Sakhalin island. The water temperature was one degree Celsius (33.8 Fahrenheit), giving survivors around 30 minutes before freezing to death, according to maritime and rescue websites.

Three rescue craft, as well as helicopters, were sent to scour the waters for survivors from the rig owned by Arktikmorneftegazrazvedka (AMNGR), a unit of state-owned Zarubezhneft.

"There is no ecological danger. The vessel was carrying the minimum amount of fuel as it was being tugged by two craft," said a spokesman for AMNGR.

The incident was a blow to efforts by Russia, the world's largest energy producer, to step up offshore oil and gas exploration to stave off a long-term decline in onshore production.

The jack-up rig, which has three support legs that can be extended to the ocean floor while its hull floats on the surface, was heading from Kamchatka to Sakhalin when it overturned in stormy conditions with a swell of up to 6 metres.

"(President) Dmitry Medvedev has ordered all necessary assistance be provided to the victims of the drilling platform accident and has ordered a probe into the circumstances of the loss of the platform," the Kremlin said. The Emergencies Ministry said it would work through Sunday night.

GAZPROM OFFSHORE DRILLING

Russia's federal Investigative Committee, which answers to the president, said it would investigate the accident and would question rescued workers as well as those responsible for organising the towing of the craft.

"The violation of safety rules during the towing of the drilling rig, as well as towing without consideration of the weather conditions ... are believed to be the cause of the (disaster)," investigators said on their website.

The 'Neftegaz-55' tugboat, also owned by AMNGR, had been towing the Kolskaya and took part in the search effort, but pulled out after suffering hull damage from the high waves.

The tug, carrying most of the crew rescued from the rig, had taken on water and was trying to limp to port. An icebreaker, the 'Magadan', was still at the scene.

As night fell, an air search team was called off, and another was set to resume the quest for survivors the next day.

"With daybreak the search from the air will continue with an Mi-8 helicopter along with the sea teams," agency Itar-Tass reported an Emergencies Ministry official as saying.

The rig, built in Finland in 1985, had been working on a minor gas production project in the Sea of Okhotsk for a unit of state-controlled gas export monopoly Gazprom, the company said.

Russia's prize offshore gas and oil fields lie northeast of Sakhalin. Two major offshore projects are already producing oil and gas off the island: Sakhalin-1, operated by Exxonmobil and Sakhalin-2, in which Gazprom has a controlling stake.

The disaster is unlikely to seriously affect oil or gas production. AMNGR said the vessel was no longer under contract when it sank.

Operating conditions in the region, explored by Soviet geologists in the 1960s and 1970s, are among the harshest for Russian energy companies.

WINTER CONDITIONS

Winter often lasts 220-240 days in the waters off Sakhalin, where the main companies operating are ExxonMobil, Gazprom, and Royal Dutch Shell. They produce oil and gas, sometimes in icebound conditions, for export largely to Asian markets.

Sakhalin-2, in which Shell and Mitsui also have stakes, produces 10 million tonnes per year of liquefied natural gas at Russia's only LNG plant in the port of Prigorodnoye for export to Asia, much of it to Japan.

Each tanker of crude oil produced by at the 160,000 barrels-per-day Sakhalin-1 project, operated by ExxonMobil, is escorted by two icebreakers when ice thickness reaches 60 cm (2 feet).

State-controlled Rosneft this year reached a major deal with Exxon to explore for oil and gas in the Kara Sea, to the north of the Russian mainland, a largely unexplored region estimated to hold over 100 billion barrels of oil.

Poor infrastructure and chronic corner-cutting in Russia have contributed to several sea disasters, notably the sinking of the nuclear submarine Kursk in the Barents Sea in August 2000, in which all 118 aboard were killed.
